I am confident that anyone can have a close bond with a bird. You need to pay attention to your bird, because he or she will tell you exactly what you need to do to make him or her happy - don't force the bird to do what you want, instead do what the bird wants. Go slowly. And love it.
I know it's old news, but I lost a cockatiel myself, so I know how you feel :(
